yes this is from The UN who made tilling the ground illegal - cannot remember when but within the last 18months or so - - - and lawnmovers (small petrol powered engines) too I believe face the same.
In New Zealand we are yet to see this happen however I would only become aware of this from others telling me as I no longer can bare to watch the news unless I am feeling glum n need a laugh at absurdity.
